Phil graduated from Auckland University with an LLB and was admitted to the Bar in 1982.

After several years in varied legal roles he has engaged primarily in resource management litigation and advice, local government litigation and advice and undertaken resource management prosecution and defence work. Additionally, Phil also works in the area of public works compensation.

Phil has appeared extensively in the Environment Court and has also regularly appeared in the District Court, High Court and the Court of Appeal.

Phil is an experienced advocate with significant experience in the environmental and local government areas.
